Downtown Lockport is working to make itself better than ever (while maintaining its Canal-city charm), and is currently going through construction to alleviate traffic congestion through downtown and heading towards and over the IL 7 (9th Street) high-level bridge. At the same time, IDOT reports that segments of IL Route 7 and both sides of IL Route 171 have pressing safety improvement needs. As part of the project, the City is replacing water mains & water service laterals and installing new street scaping.What’s being improved?
Traffic signal replacement
Adding left turn lanes on IL 171 (State Street)
Reconstructing on-street parking
Providing new ADA compliant sidewalks and crossings within the project area
Utility relocations, water main replacement, and all water service lateral replacement between our main and plumbed into the buildings (water main replacement and water service lateral replacement are funded by the City)
Filling the old coal vaults that currently reside under the sidewalks as a safety measure for both pedestrians and building owners
Installing new streetscaping
November 28, 2018 – D Construction recently completed installation of the parking bays and started installing piers, planters, and structural soil. The electricians have completed installation of conduit on the 900 block of State Street. Progress since Wednesday, 11/21 has been minimal due to holiday restrictions and the storm/blizzard we experienced.
November 21, 2018 – As of Monday, 11/19, all water services have been transferred to the new watermain and the old State Street watermain has been retired. D construction has also paved the parking bay on the east side of the 800 and 900 blocks of State Street.
November 7, 2018 – D Construction has completed watermain on 9th Street. Gravity wall caps have been poured on the east side of the 900 block of State Street and pedestrian traffic has been moved in front of the buildings. Removal for the new parking bay on the east side of the 800 block of State Street has also been completed.
October 31, 2018 – D Construction started installing watermain on the south side of 9th Street, working east towards Hamilton Street. Following installation, the main will be tested and chlorinated so that the contractor can continue installation of water services.
October 24, 2018 – The contractor, D Construction, completed gravity wall and water service installation on the east side of the 900 block of State Street. Watermain installation has been completed on the east side of the 1000 block of State Street.
October 17, 2018 – D Construction has completed demolition of the existing vaulted sidewalks. Installation of gravity walls at 908, 910/912, and 916/920 State Street has been completed. Watermain was pressure-tested and chlorinated last week on the east side of the 900 block of State Street. Concrete sidewalk was poured on the west side of the 1000 block of State Street. Only one water service – which requires specialized work – remains on the block.
October 9, 2018 – The contractor, D Construction, finished up watermain work in the 10th Street intersection last week and the road has been reopened. The watermain on the 900 block of the east side of the street has been completed. Sidewalk vaults from 908 State Street to 922 State Street have been removed. D Construction has started prepping and forming for gravity walls at these locations.
September 21, 2018 – Construction is complete on the west side of State Street, and moving to the east side of State Street. After the move is made, Stage I will be completed.
August 16, 2018 – Concrete work has been completed between 827 State Street and the southwest corner of State and 8th Street. D construction has continued sidewalk vault removal and gravity wall installation at 931 and 933 State Street. The old gas tanks in front of 1025 State Street have been removed, and IDOT is awaiting soil test results to determine if further remediation is required. Following that, watermain installation and water service installation will continue on the west side of the 1000 block of State Street. Surface restoration will quickly follow.
July 23, 2018 – D Construction has Completed installation of all gravity walls North of 921 State Street on the west side. Backfilling of gravity wall installations will begin next week following proper concrete curing duration. Structural Soil, which helps promote tree growth in urban environments, has been installed at all locations north of 829 State Street. A concrete curb planter mockup will be installed on the southwest corner of 8th/State this week with concrete flatwork and brick pavers to follow.
July 9, 2018 – The Contractor has begun demolition of existing sidewalk vaults. Forming of the proposed gravity walls on the west side of State Street will begin on Monday 7/9/18 and poured by the end of the week. The electrician has begun installation of Light pole foundations and will continue with conduit installation on Monday 7/9/18. Once the electrician moves far enough along with conduit, the contractor intends to begin installation of the first planter bed, pcc sidewalk and brick pavers from 8th Street south to 9th Street.
June 18, 2018 – D Construction has finished all but one water service on the west side of State between 8th and 10th Streets. The base course for the parking bay on the west side of the street has been set. Concrete curb will be poured this week.
June 4, 2018 – Water service installation on the west side of the 800 and 900 blocks of State Street is underway and will continue through the end of the week. Water main installation south of 10th Street has been postponed due to the discovery of an old gas tank that requires specialized removal. Full sidewalk vault removal and gravity wall installation is scheduled to begin this week on the west side of State Street between 8th Street and 10th Street.
May 21, 2018 – D Construction began installation of 8” watermain, south of 10th Street on the west side of the road. Water service installation was delayed until the beginning of this week and will begin tomorrow.
May 7, 2018 – D Construction has completed water main installation on the west side of State Street between 10th and 8th Street. After the main is properly tested, D Construction will begin installation of water services, gravity walls, and water meters.
